RM has failed to add a join to an AFM because of resource failure. The AFM join is not available. RM may not be able to program routes into the local forwarding table. RM may may not advertise routes to peers if an AFM is required for this <AFI, SAFI> and there are no other active AFM joins for it.
Free up resources and admin cycle the AFM MIB table to retry the join.
